PURPOSE: An apparatus and a method for recovering the inconsistency of ciphered parameters in a wireless communication system are provided to prevent the stop of data transmission or the degradation of data throughput by rapidly recovering the inconsistency of the ciphered parameters in a lower layer.;CONSTITUTION: A receiving terminal in a wireless communication system comprises a radio frequency (RF) processing part (610), a modem (620), a storage part (630), and a control part (640). The RF processing part transmits and receives signals for band conversion, amplification, and others through a wireless channel. The modem converts a base band signal and a bit string according to the size of a physical layer of the system. The storage part stores data on basic programs, application programs, and setting information for the operation of the receiving terminal. A radio link control (RLC) processing part (642) of the control part generates ciphered key streams using ciphered parameters stored in the storage part; and ciphers and deciphers RLC protocol data units transmitted by the ciphered key streams.
