PURPOSE: An intra-frame processing apparatus and a method thereof are provided to improve encoding efficiency by a process between images in case of a high correlation between a P picture and an I picture.;CONSTITUTION: An error calculating unit (410) calculates a quantization error by receiving an original P picture and a decoded P picture. A motion compensating unit (420) compensates a motion of an inputted image by using the calculated error. An added coefficient applying unit (430) adds an I picture to a result value which is applied to the result value of the motion compensating unit. An encoding unit (440) encodes the output value of the added coefficient applying unit.
