PURPOSE: An apparatus for adaptively applying a connection network selection policy in a plurality of heterogeneous networks and a method therefor are provided to adaptively apply a connection network selection policy to make a current status of a user data service to be connected with an optimum communication network. CONSTITUTION: A policy decision unit(11) decides one of a plurality of modes based on the amount of confirmed standard data, used data amount and an allocated time period in reference to the current time point. A network selection unit(112) confirms connection with a first communication network or second communication network according to a policy defined by the decided mode. The network selection unit confirms a designated condition in the decided mode according to connection. The network selection unit selects one communication network in a plurality of the heterogeneous networks based on the confirmed condition to connect a mobile communication terminal with a selected communication network.
