PURPOSE: An optimum control system of a discharge measurement boat for a high precision discharge measurement in streams and a method thereof are provided to use a smart phone and a GPS technology to automatically control a discharge measurement boat, thereby controlling the movement of the discharge measurement boat to smoothly and accurately obtain an accurate value when measuring the discharge in streams. CONSTITUTION: An optimum control system of a discharge measurement boat for high precision discharge measurement in streams includes a user smart phone(8) and a discharge measurement boat(1). The user smart phone is installed with an application for the discharge measurement and the management operation of streams. The discharge measurement boat automatically sails along a given path in a stream to perform the accurate discharge measurement in the stream. The discharge measurement boat comprises a remote control terminal(30), satellite navigation equipment(40), a power supply unit(14), a control unit(80) and an additional terminal. The satellite navigation equipment detects the position of the discharge measurement boat. The control unit converts the coordinate value of a destination transmitted to the remote control terminal into a boat coordinate to change the motor speed delivered to the power supply unit for controlling the boat and manages the sailing to a predetermined destination, wherein a tracking path required for the sailing boat is maintained by continuously monitoring the current coordinate through a satellite navigation equipment.
