PURPOSE: A device for removing a paint film and forming the roughness of the surface is provided to efficiently remove and clean the foreign substance while brushing a groove in the inner surface and the inner surface of a degraded pipe and to smoothly remove the paint film and form the roughness of the surface by adding a strong impact force on the inner surface of the degraded pipe.;CONSTITUTION: A device for removing a paint film and forming the roughness of the surface comprises a rotary shaft (10), a pair of surface processing devices (20), a rotation diameter control cylinder (30), and a lifting device.
