摘要

PURPOSE: A transparent conductive oxide film substrate, a manufacturing method thereof, and an organic electroluminescent device and a photoelectric cell including the same are provided to extend the lifespan of devices by improving the flatness of a film surface. CONSTITUTION: A first transparent conductive oxide film (120) is formed on a substrate (110). The first transparent conductive oxide film is doped with a first dopant. A second transparent conductive oxide film (130) is formed on the first transparent conductive oxide film. The second transparent conductive oxide film is doped with a second dopant. The surface of the second transparent conductive oxide film is flatter than the surface of the second first transparent conductive oxide film.
