PURPOSE: A device and a method of estimating a lateral spatial frequency characteristics based optimal ultrasound speed provide an image with improved spatial resolution, contrast, and a low noise level by estimating the optimal ultrasound speed to be used for image restoration.;CONSTITUTION: An ultrasound speed estimating device includes an envelope detection part (200) detecting an envelope from in-phase components and quadrature components of beam focusing in a specific ultrasound speed; a kernel part (210) outputting the size of a lateral spatial frequency added along an axis direction of an image from the envelope by lateral frequency; and a focusing calculation part (220) calculating the focusing corresponding to the specific ultrasound speed by adding the lateral frequency outputted from the kernel part.
