PURPOSE: A polytetrafluoroethylene(PTFE)-based porous membrane containing hydrophilically reformed PTFE copolymer, a manufacturing method of the same, and the usage of the same are provided to induce hydrophilicity to the PTFE-based porous membrane. CONSTITUTION: A PTFE-based porous membrane contains at least 5 weight% or more of hydrophilically reformed PTFE copolymer. The reduction ratio of the water contact angle of the PTFE-based porous membrane is controlled to become at least 8% or more. The hydrophilically reformed PTFE copolymer includes 10 to 150 parts by weight of a hydrophilic polymer resin and 80 to 300 parts by weight of a cross-linking agent based on 100 parts by weight of a PTFE particle containing dispersion.
