PURPOSE: A metal surface structure with super water-repellent and super hydrophilic properties and a formation method thereof are provided to simplify manufacturing processes. CONSTITUTION: A metal surface structure(10) with super water-repellent and super hydrophilic properties comprises micro sized convex-concaves(12), nano-sized protrusions(14), and super water-repellent/super hydrophilic layers(18). The micro sized concavo-convex is formed on metal object surface(W). The nano-sized protrusion is formed on the surface of the concavo-convex. The super water-repellent/super hydrophilic layer is coated on the outside of the protrusion. The formation method of the metal surface structure comprises the following steps: forming concavo-convex on the metal object surface by mechanical or chemical process; forming protrusion on the concave-convex by etching; and giving super water-repellent or super-hydrophilic property to the micro-nano surface structure layer by forming the super water-repellent - super-hydrophilic layer on the outside of the protrusion.
