PURPOSE: A metal surface structure with super water-repellent/super hydrophilic property is provided to give super water-repellent property and super hydrophilic property to a micro-nano surface structure layer by coating a super water repellent/super hydrophilic layer outside of the micro-nano surface structure layer. CONSTITUTION: A metal surface structure(10) with super water-repellent/super hydrophilic property comprises a concavo-convex unit(12) in micro size; a protrusion(14) in nano size; and a super water-repellent/super hydrophilic layer(18). The concavo-convex unit is integrated with a metal object(W). The method for producing the concavo-convex unit includes following steps: microsand blasting, electric-discharge machining, and laser processing the metal object; and conducting an etching or photolithography process. The protrusion is integrated with the concavo-convex unit. The method to form the protrusion includes a step of plasma-etching the surface of the concavo-convex unit. The super water-repellent/super hydrophilic layer is formed continuously in a vacuum chamber. The method to form the super water-repellent/super hydrophilic layer includes a step of the plasma treatment or CF4 plasma treatment selectively executed on the protrusion.
