PURPOSE: A low carbon cement composition is provided to increase the cement fineness, and to maintain the initial strength by mixing calcium sulfo aluminate and gypsum. CONSTITUTION: A production method of a low carbon cement composition comprises the following steps: mixing a silica source and a quicklime source in a molar ratio of 0.5-1.5:1.5-2; sintering the mixture at 1,300-1,350C, and cooling the mixture to obtain a clinker which contains more than 60-72.06 wt% of gamma-C2S; crushing the clinker into the fineness of 3,800-4,500 cm^2/g; and mixing 20-25 wt% of crushed clinker, 10 wt% of mixture containing calcium sulfo aluminate and gypsum, and standard Portland cement. The silica source is selected from waste molding sand, clay, quartzite, and fly ash. The quicklime source is selected from lime sludge, limestone, and tailing.
