PURPOSE: A static measuring device for a system control module and a dynamic measuring device thereof are provided to effectively confirm integrity. CONSTITUTION: A static measuring and dynamic diagnosis device (10) comprises a power source unit (11), a module fixing unit (12), a manipulation unit (13), a static measuring unit (14), and a signal generator (15). The power source unit supplies power to the static measuring and dynamic diagnosis device. The module fixing unit fixes an emergency diesel power generator engine control system control module. The manipulation unit applies an operating signal to a static measuring unit or a dynamic measuring unit. The static measuring unit measures the impedance of an input or output terminal or the power of the emergency diesel power generator engine control system control module in a non-power state according to a static measuring operating signal. The signal generator applies current input signal to the dynamic diagnosis unit.
