1. A method of smelting steel with a low phosphorus content in an oxygen converter, in which the cast iron melt is blown with technically pure oxygen supplied to the mirror of the molten bath using an oxygen lance in accordance with its action program, characterized in that the lance height is set for the lance action program above the molten bath mirror and the absolute duration of injection of a partial amount of oxygen gradually depending on the silicon content in the cast iron used and on the required slagging of silicon and iron, while for the lance action program, the height (Lx) of its location above the bath mirror is determined by the percentage of penetration depth of the oxygen jet (Lo) from the level of the melt (Lb) in the bath, and Lx = f (Lo / Lb) = constant and the total amount (O) of oxygen is determined from: f (mC +, mSi, mMn, mP ...), where mC + - mass of carbon in the loaded cast iron and scrap; respectively, Si - silicon, Mn - manganese, P - phosphorus, kg. 2.
