The device (1) has an antenna unit (11) transmitting measurement signals in a direction of a surface (3) of a filling material (2) and receiving reflected echo signals at the surface of the material. A gas-tight ceramic process separation device provided in a waveguide of the antenna unit allows reflection-free passage of the measurement signals and withstands high mechanical load than another gas-tight process separation device provided in the waveguide. A control/evaluation unit (8) determines the level of the material in a container (4) based on running time of the measurement signals. The gas-tight process separation device is designed as a waveguide element. The measurement signals are designed as microwave measurement signals.
