The method involves supplying a PVC based material e.g. recycled PVC material and virgin PVC material, and extruding the material in order to form a profile element. A surface (22) of the profile element is cooled by the contact of the element with a cooling member (24), where the cooling member includes a cooled wall (28) having a shape complementary to the surface of the profile element. The profile element is preformed by passage of the element into a preforming device (26) i.e. preformer. The cooled wall of the cooling member is embossed. Independent claims are also included for the following: (1) a facility for manufacturing an elongate element, made of PVC, for a frame of a window for frontage of a building (2) an elongate element for a window frame for frontage of a building.
