The device has a casing (1) that is utilized for receiving five rollers (3), and a distribution belt that is arranged inside the casing. A distance between an upper roller (7) and a lower roller (6) is determined by a play of a half-turn of a crankshaft. A position of the upper roller determines an angle at which the upper roller allows opening of an exhaust valve by back rotation of a camshaft. The exhaust valve is closed by return of a camshaft. An inlet valve is opened for allowing rotation of an injection pump.
