The device (10) has an epicyclic gear (12) having a set of fixed planet gears (25) and a fixed axis (23). The fixed axis is positioned in a coaxial manner with regard to the fixed planet gears. The fixed planet gears and the fixed axis are adapted to be attached with a frame (21). An electrical motor (14) is associated with the epicyclic gear. The motor presents an output shaft (14S) that is arranged in engagement with a movable shaft (36A). The motor is adapted to turn around the fixed planet gears with a carrier (36).
