PROBLEM TO BE SOLVED: To appropriately perform power saving operation of a radio terminal device in a communication system with simple processing.SOLUTION: A radio terminal device 202 operates in accordance with a protocol having multiple layers. The radio terminal device 202 comprises: a first processing unit 11 for processing a first layer of the multiple layers; and a second processing unit 12 for processing a second layer lower than the first layer of the multiple layers. The second processing unit 12 obtains at least any one piece of terminal information on the state of the radio terminal device 202 and the operation target of the radio terminal device 202 and transmits it to a management device 101. The second processing unit 12 receives power saving operation information relative to the terminal information from the management device 101, and performs power saving operation of the radio terminal device 202 on the basis of the power saving operation information.
