PROBLEM TO BE SOLVED: To provide a seat belt control device and a seat belt device which improve the convenience of users.;SOLUTION: A seat belt control device 1 controls a seat belt 2 which is arranged in a vehicle 13 and a seat belt device 100 includes the same. The seat belt control device 1 and the seat belt device 100 include a restriction circuit which restricts the control of the seat belt 2 when it is allowed to restrict the control of the seat belt 2. When a door 12 prepared in the vehicles 13 is open, the restriction circuit restricts the controls of the seat belt 2 at a timing later than the case where the door 12 is closed.;COPYRIGHT: (C)2014,JPO&INPIT
