PROBLEM TO BE SOLVED: To simultaneously achieve: securing of minimum necessary amounts of resources by services; and effective use of the resources.;SOLUTION: A congestion solving method includes: determining whether an overall resource usage amount is higher or lower than a by-service congestion declaration threshold (S213, S253) and storing a flag indicating the overall resource usage amount is higher or lower in a by-service congestion declaration threshold storage part (S215, S255); calculating, if the flag indicates that the overall resource usage amount is higher than the by-service congestion declaration threshold, so that a by-service upper limit resource usage amount becomes higher than the by-service resource minimum necessary amount and lower than a by-service resource usage amount, for a service of which the by-service resource usage amount is higher than the by-service minimum resource necessary amount; or controlling, if the flag indicates that the overall resource usage mount is higher than the by-service congestion declaration threshold, with the by-service resource usage amount higher than the by-service upper limit resource usage amount, so that the by-service resource usage amount becomes not higher than the by-service upper limit usage amount.;COPYRIGHT: (C)2014,JPO&INPIT
