PROBLEM TO BE SOLVED: To provide a control specification change system or the like which can easily change control specifications of a vehicle by adapting to a usage condition of the vehicle.;SOLUTION: A control specification change system 1 includes an object vehicle 20 and a server 3 which are structured so as to communicate with each other. The object vehicle 20 includes: a control part 222 which controls the object vehicle 20 by using control specification data stored in a memory 221; an acquisition part 223 which transmits acquired vehicle information data to the server 3; and a change part 224 which changes the control specification data stored in the memory 221 on the basis of data for specification change received from the server 3. The server 3 includes a determination part 322 which determines the data for specification change for changing control specifications of the object vehicle 20 to control specifications adapted to the received vehicle information data upon receiving the vehicle information data from the object vehicle 20, and transmits the determined data for specification change to the object vehicle 20.;COPYRIGHT: (C)2015,JPO&INPIT
