PROBLEM TO BE SOLVED: To improve performance by avoiding outputting a wrong decoding result while suppressing the number of times of decoding even if the number of errors in received data is large.;SOLUTION: A bit inversion position selection section 3 selects k bits of the lowest reliability and the next lowest p bits on the basis of reliability information about received data, and sets a pattern of a changing combination of 0 and 1 of the k, p bits in accordance with the number of decoding iterations.
