PROBLEM TO BE SOLVED: To provide a device for: charging a connected apparatus to be charged at a time zone during which an electric rate is low because of presence of surplus power by automatically avoiding charging at a peak time zone in the daytime in a power supply system which has power rates varying depending on time zones and does not perform a limited power control such as a power control that midnight power is used by connecting a specified apparatus to a specified power line; and having a function capable of suggesting a time for charging.SOLUTION: A peak shift charge timer adaptive to electric rate by time zone: requires no construction works because of providing a device which is not mounted inside an apparatus but is capable of being used by attaching externally as represented by a table tap type device; and can implement power saving by shifting power use for charging to a set time zone by only connecting the device to a power supply and performing time setting. The peak shift charge timer adaptive to electric rate by time zone has: a timer function for controlling interruption of power supply from a directly connected household power source; and a function capable of displaying a time zone during which a power rate is low because of presence of surplus power and a time zone during which a power rate is high because of tightness of power demand and supply.
