PROBLEM TO BE SOLVED: To provide an optimization support device and optimization support program for optimizing the alarm of a plant.SOLUTION: An optimization support device includes: determination means for extracting a set of alarms constituted of two alarms the interval of whose mutual occurrence time is less than a predetermined time from among alarms included in alarm data, and for determining the alarm which has previously occurred as a factor alarm, and for determining the alarm which has occurred later as a subordinate alarm; selection means for selecting, as objects, the alarms the total number of occurrence of whose corresponding factor alarm has reached the predetermined number of high order among the total number of overall occurrence of all the factor alarms or the alarms the total number of occurrence of whose corresponding factor alarm with respect to the total number of overall occurrence has reached a predetermined ratio among the total number of occurrence calculated for each identification information of the factor alarms; and output means for outputting the set of alarms corresponding to an occurrence ratio whose value is a predetermined value or more among the respective occurrence ratios of the selected objects as the candidates of the alarms to be optimized in a plant control monitoring system.
