PROBLEM TO BE SOLVED: To learn or predict a browsing action of a user on the basis of a past browsing history.;SOLUTION: A browsing action learning device for learning a browsing action of a user, includes; an access information obtaining portion for obtaining the access information of browsing pages of a plurality of users; a page function extracting portion for extracting a page function of the browsing page corresponding to the browsing action in the access information obtained by the access information obtaining portion, and generating a collection with an order of the browsing actions in which the extracted page functions are rearranged in time sequence for each user; and an internal state predicting learning portion for obtaining a plurality of inner states based on the page functions of the browsing pages of the plurality of users by using the collection with the order of the browsing actions generated by the page function extracting portion, and obtaining the output probability of the page function which the user can browse, and the transition probability between the inner states, as the browsing action of the user, in each of the plurality of obtained inner states.;COPYRIGHT: (C)2014,JPO&INPIT
