PROBLEM TO BE SOLVED: To provide a light-emitting diode lighting device capable of securing a flux of light of a light-emitting diode immediately after start of lighting and capable of suppressing ineffective power consumption, and a luminaire using the light-emitting diode lighting device.SOLUTION: The present invention comprises a boost converter 1 for outputting DC power and a back converter 2 for lighting a light-emitting diode 3 by outputting an output voltage of the boost converter 1 to the light-emitting diode 3 after stepping-down the voltage. The boost converter 1 sets its output power in an output rise period until a prescribed time elapses after the light-emitting diode 3 starts lighting to higher than its output power in a steady period after the passage of the output rise period. Compared with the case where the output power of the boost converter 1 is kept constant, ineffective power consumption in the steady period can be suppressed while a flux of light is secured in the output rise period immediately after the light-emitting diode 3 starts lighting.
