PROBLEM TO BE SOLVED: To provide a solar thermoelectric cogeneration panel capable of improving workability and maintainability and a method for attaching the same, and provide a solar thermoelectric cogeneration system.SOLUTION: A power generation layer 1 generates power by receiving sunlight. A transparent layer 2 comprising a rigid body which sunlight is passed through is arranged above the power generation layer 1. An insulation layer 4 for electrically insulating the lower surface of the power generation layer 1 is arranged below the power generation layer 1. A pipeline 8 where a heat medium is circulated is arranged below the insulation layer 4. A support plate 10 presses the pipeline 8 against the insulation layer 4. A power generation panel 7 comprises the power generation layer 1, the transparent layer 2 and the insulation layer 4. On the upper surface of the pipeline 8, the power generation panel 7 is detachable from the pipeline 8.
