PROBLEM TO BE SOLVED: To settle a more appropriate and fairer advertising rate by clarifying a basis of an advertising rate calculation standard.;SOLUTION: There is provided traffic amount accumulating means for calculating a traffic amount per prescribed time at a plurality of advertising places, from portable probe information, and for storing the calculated traffic amount with the advertising places, the prescribed time, and information on conditional factors influencing the traffic amount. When a specified advertising period is an advertising scheduled period, information is obtained on the conditional factors influencing the traffic amount during the advertising scheduled period at the specified advertising places. A traffic amount stored in correspondence with a time condition and conditional factors that are the same or similar to the time condition defined by the specified advertising period and the obtained information on conditional factors is extracted, from among the traffic amount stored in the traffic amount accumulating means as for the specified advertising places, and a traffic amount in the advertising scheduled period generated on the basis of the extracted traffic amount is set to be an advertising rate calculation standard.;COPYRIGHT: (C)2014,JPO&INPIT
