PROBLEM TO BE SOLVED: To make it possible for a home base station to cooperate with other home base station when preparation is ready to assign a certain part of resources of the home base station to a mobile terminal which is not related to the home base station.;SOLUTION: A coordinator receives a message from a home base station notifying that the home base station is available for cooperation, obtains a list of home base stations that are an adjacent station to the home base station, checks whether at least one adjacent home base station is available for cooperation, decides common parameters to be used by the home base stations, transfers the decided common parameters, and relays information among home base stations.
