Global circuit property of the xDSL telecom circuit, the diagnostic engine in order from access node position to decide with remote. The diagnostic engine was formed, following to three separate measurement techniques of MELT, SELT, and DELT etc, in order respectively, to measure 1st, 2nd, and 3rd circuit property, 1st and 2nd, and 3rd measurement means are included desirably. As for the diagnostic engine, the combination means which can combine the circuit property which was measured in order to pull out the information which it is related to global circuit property, or the physical state of the circuit and the result to the DSL service which it can think from there, furthermore are included. Global circuit property of the circuit by combining three measurements in combination means, as a result is improved in comparison with executing the interpretation of three measurements separately.
