PROBLEM TO BE SOLVED: To suppress an error, induced by an influence of strong wind, of reference black ink or reference level applied again from a lower floor to an upper floor.;SOLUTION: A GPS observation station 32 and an anemometer 30 are installed at a high floor of a building, a relative position coordinate of the reference black ink to the GPS observation station 32 is measured on site, an absolute position coordinate of the GPS observation station 32 is taken based on an electric wave received by the GPS observation station 32, an absolute position coordinate of the reference black ink is calculated based on the taken absolute position coordinate of the GPS observation station 32 and the measured relative position coordinate, and an error between the absolute position coordinate of the reference black ink and the absolute position coordinate of the position where the reference black ink should fundamentally be applied is calculated at the time when a wind speed measured with the anemometer 30 is below a predetermined threshold.;COPYRIGHT: (C)2010,JPO&INPIT
