PROBLEM TO BE SOLVED: To efficiently encode distance information indicating the distance from a camera to a subject.SOLUTION: A three-dimensional point restoration unit 1021 converts the distance from a camera to a subject into a value indicating a three-dimensional position which does not depend upon a position and a direction of the camera on which the distance to be encoded is based. A converted distance information calculation unit 1022 converts the three-dimensional position into a value for a leg drawn from a point that is indicated by coordinate values of the three-dimensional position to a number line in a predetermined three-dimensional space, and a converted distance information quantization unit 1023 quantizes the value. A distance information encoding unit 103 encodes the quantized value.
