PROBLEM TO BE SOLVED: To provide a safe evacuation method or the like for a fluid inside a fluid-transporting flexible pipe, not having risk such as environmental pollution.;SOLUTION: A liquefying gas tank 5 liquefies gas such as natural gas collected from the seabed, and stores the liquefied gas. The liquefying gas tank 5 is connected to a winding device 3 through a pipe 9. The winding device 3 comprises: a drum 15 rotatable around a shaft 18; and the flexible pipe 17 or the like wound around the drum 15. The shaft 18 is connected to the pipe 9 through a swivel joint 13. Accordingly, the pipe 9 communicates with the flexible pipe 17 through the shaft 18 inside and a pipe 21. The pipe 9 connecting the liquefying gas tank 5 and the winding device 3 halfway branches, and is connected to fluid processing equipment 7.
