PPROBLEM TO BE SOLVED: To provide an access management system, an access management method and an RFID reader, which reduce the time for opening a door without checking tag state information for obtaining an access state of tag ID in each management area under the management of an access management server, at each determination of the global anti-passback for a tag ID read out from an RFID tag. PSOLUTION: In the access management system, whether to permit access is determined for the tag ID received from the RFID reader and stored in an RFID tag carried by a person who is going to pass through a door of a management area, by referring to tag ID information, area management information and tag state information stored in the RFID reader, to perform door control.
