PROBLEM TO BE SOLVED: To provide a hierarchical type supply and demand controller capable of easily controlling the entire power system including many distributed type power sources without being limited by a physical hierarchical structure, and a power system control system provided with it.SOLUTION: A power system control system 100 is provided with a hierarchical type supply and demand controller 1 including a PV aggregation processing part 11 and a PV control processing part 12. In the PV aggregation processing part 11, PV devices 3 are aggregated on the basis of an index indicating the performance of the PV devices 3, for example, rated output. Then, for each set of the aggregated PV devices 3, the PV devices 3 are controlled by the PV control processing part 12. When storage batteries are provided instead of the PV devices 3 or in addition to the PV devices 3, the storage batteries are aggregated on the basis of an index indicating the performance of the storage batteries, for example, a charging efficiency or a residual capacity, and control is executed for each set of the aggregated storage batteries.
