PPROBLEM TO BE SOLVED: To provide a water restrictor installation device which surely connects an input shaft and a rod. PSOLUTION: A water restrictor installation device is equipped with a telescopic joint part 107 which is connected between a drive shaft 7' of a pipe cutting device 1 arranged in a cut part K and the other end side of a driving long shaft 106 inserted into an insertion hole 12a in a lid part 12 and which transmits rotational driving force to the drive shaft 7' by rotating together with the driving long shaft 106 with a drive motor. The telescopic joint part 107 consists of a first shaft part rotating together with the drive shaft 7', a second shaft part rotating together with the driving long shaft 106 and a cruciform member 84 coupling between the first and second shafts and allowing the change in a joint angle of both shaft parts so that the drive shaft 7' and driving long shaft 106 are surely connected to each other through the medium of the telescopic joint part 107.
