PPROBLEM TO BE SOLVED: To provide a transmission system and method which can use the broadcasting TS effectively, and to provide a multiplexer and a reconfiguration device. PSOLUTION: The transmission system for transmitting at least one broadcasting TS through multiplexing with at least one other broadcasting TS includes a multiplexing means for changing the partial information of the dummy bite section of a TS packet in a predetermined broadcasting TS excepting the null packet into the identification information for identifying the TS packet of the predetermined broadcasting TS, and changing the information of the other dummy bite section into the information of the dummy bite section of other broadcasting TS with which the broadcasting TS is multiplexed, and then multiplexing the TS packet of the predetermined broadcasting TS which has changed the information of the dummy bite section in place of the null packet of the other broadcasting TS, and a reconfiguration means for extracting the TS packet of the predetermined broadcasting TS from the broadcasting TS with which a predetermined broadcasting TS is multiplexed based on the identification information of the dummy bite section, and reconfiguring the predetermined broadcasting TS by restoring the dummy bite section of the extracted TS packet.
