PSOLUTION: In an initial charging state in which a total voltage of a unit battery pack 3 does not reach to a predetermined voltage yet from starting of charging, in case a charging voltage of a lithium ion cell 2 in the unit battery pack 3 is outside the predetermined voltage, the charging voltage of that 2 is adjusted to be in the predetermined voltage, and in case the unit battery pack 3 does not get away from the initial charging state even if the amount of charging reaches the predetermined amount of charging, the charging to the unit battery pack 3 is stopped, and discharging from the unit battery pack 3 is to be enabled all the time.
