In the present invention, an RSRP threshold value for determining whether or not it is possible to utilize cell information about a base station adjacent to a serving base station, used in carrying out multiple cell positioning in base station positioning, is set to an optimal value in a regional unit in which the base station is installed. In carrying out GNSS positioning processing, base station positioning is carried out in order to generate assist data (approximate location information). For this purpose, a positioning result differential comparator (89) compares the differential between the positioning results from multiple cell positioning and the positioning results from GNSS positioning. Then, so long as the differential is greater than a predetermined RSRP decision threshold, a threshold modification unit (90) changes a cell-unit RSRP threshold value and base station-unit RSRP threshold value for determining whether or not it is possible to utilize cell information about an adjacent base station adjacent to the serving base station. Ongoing repetition thereof makes it possible to set (tune) the RSRP threshold values to optimal values in the regional unit in which the base station is installed.
