A lamp heat-dissipation device comprises a heat-conducting plate (1), a fixed ring (2), a heat-dissipation core (3), and a plurality of heat-dissipation modules (4), a heat-dissipation core bottom (301) and heat-dissipation module bottoms (401) being fixed on the heat-conducting plate (1), and a heat-dissipation core top (302) and heat-dissipation module tops (402) being fixed on the fixed ring (2); the heat-dissipation modules (4) being evenly distributed on the periphery of the heat-dissipation core (3) in a circular array, and the heat-dissipation modules (4) and the heat-dissipation core (3) forming a two-layer spaced heat-dissipation structure; and the heat-dissipation modules (4) being spaced from each other. An LED bulkhead lamp has the lamp heat-dissipation device. The lamp heat-dissipation device and the LED bulkhead lamp have a two-layer heat-dissipation structure, wherein not only the two-layer heat-dissipation structure is spaced, but also the heat-dissipation modules are spaced from each other, thereby facilitating circulation of hot gas and accelerating the heat dissipation, lightening the lamp, reducing the cost, and improving the security; therefore, the lamp heat-dissipation device and the LED bulkhead lamp can be widely applied to illumination.
