When estimating first information that is the amount of energy that is consumed by an electronic device that is arranged in the electrical component-containing mobile body, the estimation unit (103) estimates the first information so that, when it is determined on the basis of the travel state that the mobile body is in a stopped or nearly stopped state, said first information is smaller than the first information that is estimated when it is determined that the mobile body is not in a stopped or nearly stopped state.
