This invention relates to a turbine having a radial outflow rotor wheel on a driving shaft, and a radial inflow stator and when low quality steam with high moisture content is used as the working fluid, moisture removal stage can be installed. The radial inflow stator includes plurality of nozzles surrounding an inner circumferential space adapted to form a vortex flow at the periphery of the circumferential space, a nozzle distributor with a port hole for each nozzle for distributing inflow into the nozzles from a high pressure cavity and to close the upstream side of the nozzles and a vortex retainer adapted to provide a circular vortex port for flow exit out of the stator and tangential into the radial outflow rotor wheel.
