The present invention relates to a cosmetic composition containing a cosmetic composition containing a complex fermented extract of Nelumbo nucifera, rice, and Artemisia annua L. for relieving skin stresses, and more particularly, to a cosmetic composition which relieves skin stresses caused by external irritation by preparing the fermented extract of Nelumbo nucifera, rice, and Artemisia annua L. The complex fermented extract according to the present invention effectively alleviates cytotoxicity caused by external stresses with skin astringent effect and suppresses the expression of inflammation-mediated factors. Therefore, a cosmetic material containing the complex fermented extract as an active ingredient has skin sedative effect and stress relieving effect.
