The present invention relates to a slope angle sensor having accuracy in a steady state and a transient state and more specifically, a slope sensor capable of measuring an accurate slope angle in a steady state and a transient state by using a signal value obtained from rotation of a circular film including high inertia moment and the circular film which is one unit with a weight. According to the present invention, the accurate slope angle is measured in the steady state and the transient state by using a method of mixing a signal value obtained due to the rotation of the circular film having the height inertia moment for obtaining the reliable slope angle value in the transient state and the circular film which is one unit with the weight, capable of obtaining the reliable slope angle value in a stop state and the steady state. The present invention can include stability according to temperature as there is no matter sensitively reacting to the temperature and reduce costs required for production by having a structure in which there is no driving unit like a motor or a gyro.
