The present invention relates to a sewerage control system for sewerage and, more specifically, to an intelligent rainwater management system based on real-time control and a method thereof. A central rainwater control center controls rainwater flowing through a rainwater pipeline by performing bidirectional real-time communication among field control boards, sensor units and control units each of which has an intelligent bidirectional real time control (RTC) function, manages to transport initial high-concentration runoff to a rainwater storage tank and discharge low-concentration runoff to a river by controlling a floodgate, and controls to immediately discharge the runoff to the river by performing pre-predictive control of the floodgate, and urgent control thereof in response to a sudden increase of rainwater by calculating an amount of water that flows backward through a pipe for each area by rainfall by means of rainwater pipe modeling using a spatial query technique.
