Disclosed is a denitrifying catalyst applied to an ammonia-based selective catalytic reduction (SCR) system for removing nitrogen oxides contained in exhaust gas. The denitrifying catalyst can increase durability for sulfur poisoning. The present invention provides the denitrifying catalyst, a manufacturing method thereof and a method for removing nitrogen oxides using the same. The denitrifying catalyst according to the present invention is a ternary denitrifying catalyst composed of vanadium oxide, molybdenum oxide, and titanium oxide applied to the ammonia-based SCR system for removing nitrogen oxides. The vanadium oxide is introduced, as an active component, into the medium of molybdenum oxide and titanium oxide which is the medium of the denitrifying catalyst. The molybdenum oxide is present in an amount of at least 150 atoms/cm^3 of molybdenum having valencies of 6+ (Mo6+) to inhibit the generation of ammonium sulfate when the exhaust gas contains sulfur dioxide.
