The present invention relates to a system and a method for providing a voice and video ringback tone service during a VoLTE voice call and provides a system and a method for providing a voice and video ringback tone service during a VoLTE voice call which include: a switching device for processing a VoLTE voice call between originating terminal and receiving terminal; a ringback tone server for storing voice and video ringback tone music source information configured for the receiving terminal; and a ringback tone providing device for storing a voice and video ringback tone music source corresponding to the voice and video ringback tone information configured for the receiving terminal and providing the voice and video ringback tone configured for the receiving terminal to the originating terminal. The switching device forms a media session with the originating terminal to provide a voice and video ringback tone to the originating terminal before the receiving terminal responses for a VoLTE voice call, and the ringback tone providing device provides the voice and video ringback tone to the originating terminal through the media session.
