The present invention relates to a method for manufacturing a cart and a track circulation frame of a cart track circulation power generation system to generate electricity by using water resources and human resources on the earth and a complex generation facility using the same. the complex power generation facility is an environmentally friendly complex generation system using natural clean infinite resources of water energy and gravity energy as the complex generation facility generates and transmits electricity by engaging a linear generator and a rotation generator installed in a barge and manufactures and supplies hydrogen by using the remaining electricity when the electricity is not supplied or generates and transmits the electricity again with the generated hydrogen as necessary. The complex generation system is a useful new regeneration energy facility which does not require an additional plant site and is easily moved as necessary as the complex generation system is a floating generation facility anchored in a sea or a river.
