The present invention relates to an emergency driving apparatus and a method in case for a shortage of urea enzyme of a construction equipment, whereby rollover or damage of a vehicle can be prevented in a dangerous work environment by moving the vehicle to a safe place using an emergency driving function when there is a shortage of urea enzyme of the construction equipment during driving or working of the construction equipment. According to the present invention, the emergency driving apparatus comprises: an input unit which outputs an input signal in accordance to an input; a urea enzyme detection unit which detects the amount of urea enzyme; an engine control unit which controls an engine; and an equipment control unit which sends an engine derating signal to the engine control unit when the amount of urea enzyme detected by the urea enzyme detection unit is less than the predetermined amount, and sends an engine normal operation signal to the engine control unit during the predetermined time period in accordance to the number of times for input when an emergency driving key is inputted from the input unit.
