The present invention relates to a HPC column manufacturing method using saddle type tie bars and dual hoops and a constructing method using the same, and the hollow precast concrete column manufacturing method includes: the first step of manufacturing an assembled steel cage having a plurality of main steel bars vertically spaced apart from each other along the section of a column, outer hoops adapted to surround the main steel bars horizontally from the outside of the main steel bars, inner hoops spaced apart from the main steel bars at the inside of the main steel bars, and saddle type ties bars each having a ″??Prime;-shaped body and vertical portions extended downward from both ends of the body and mounted on rows where the inner hoops and the outer hoops are arranged in such a manner as to be connected over the outer hoops and the inner hoops and to surround the main steel bars adjacent to each side and edge on the section of the column; the second step of installing an inner form and an outer form at the inside and outside of the assembled steel cage; and the third step of casting precast concrete into the space between the outer form and the inner form to complete the HPC column, wherein the assembled steel cage has a hollow portion on the section thereof.;COPYRIGHT KIPO 2014
